Delhi Jal Board corruption case
New Delhi, September 3, 2026: Former Delhi minister and Aam Aadmi Party (AAP) leader Satyendar Jain has been granted bail by a Delhi court in connection with the alleged Delhi Jal Board (DJB) sewage treatment plant (STP) tender case.
The order was passed by Special Judge Dig Vinay Singh of the Rouse Avenue Courts on Thursday. The court directed Jain to furnish a personal bail bond of ₹2 lakh along with two sureties of the same amount. A detailed reasoned order is awaited.
Jain was arrested by the Anti-Corruption Branch (ACB) on August 18, 2026, along with other accused in the case concerning alleged irregularities in the tendering process for sewage treatment plant projects under the Delhi Jal Board. The case was registered in May 2024 following a complaint by the Directorate of Vigilance.
Jain describes case as “unique”
Speaking after the court granted him bail, Jain said that “truth has prevailed” and described the case as unusual. He questioned the circumstances surrounding the case, pointing out that the tender-related proceedings took place while he was already in custody in another matter.
His comments came shortly after the court order and are likely to add another political dimension to the ongoing controversy surrounding the DJB case.
Defence argues Jain was not present when tenders were awarded
Jain’s lawyers argued before the court that he was not present when the tenders were awarded and that the decisions were connected to recommendations made by officials and technical experts.
The defence also challenged the necessity and timing of his arrest, arguing that the ACB had registered the FIR in May 2024 but arrested Jain approximately 27 months later. The defence maintained that Jain had cooperated with the investigation and was not a flight risk.
What is the DJB tender case?
The case relates to alleged irregularities in the awarding of four tenders connected with the augmentation and upgradation of 10 sewage treatment plants operated by the Delhi Jal Board.
According to the ACB’s allegations, certain tender specifications were manipulated or made restrictive in a manner that allegedly benefited a particular private company. Investigators have also alleged the involvement of intermediaries and financial transactions connected with the tender process. These are allegations under investigation and have not been established as convictions against the accused.
Court observations on the evidence
A report on the court’s bail order said the court found, at the prima facie stage, that the digital evidence cited by the ACB did not directly connect Jain with the alleged kickbacks. The court also noted that the relevant contracts were awarded in July 2022, when Jain was already in custody in another case.
The court’s observations at the bail stage should not be treated as a final determination of guilt or innocence. The underlying investigation and legal proceedings can continue.
Bail comes with conditions
Jain’s release is subject to conditions imposed by the court. Reports say he was required to furnish the ₹2 lakh personal bond and two sureties. He was also directed to surrender his passport and faces restrictions on travelling outside the country. Travel outside Delhi for more than two days during the investigation requires informing the investigating officer and complying with the court’s directions.
Political reactions
The bail order also triggered political reactions. AAP leaders welcomed the development and criticised the case and the central government. AAP Delhi president Saurabh Bharadwaj described the case as politically motivated.
On the other hand, Delhi BJP chief Harsh Malhotra stressed that bail does not amount to acquittal, arguing that the legal proceedings would continue.
With Jain now out on bail, attention is likely to remain focused on the ongoing investigation into the alleged DJB tender irregularities and the court’s eventual consideration of the evidence in the case.
