The government has introduced significant reforms to the driving licence application process, aiming to simplify procedures and reduce the burden on Regional Transport Offices (RTOs). Under the Driving License New Rules 2026, applicants can now avoid long queues and agents, with major steps of the process becoming digital and contactless.
Private Driving Training Centers Replace RTO Tests
One of the most substantial changes is the elimination of the mandatory driving skill test at RTO grounds for permanent licences. Applicants can now enroll in government-approved private driving training centers. Once an individual completes their course and passes the test conducted by these certified centers, they will receive a certificate. This certificate can then be used to obtain a permanent driving licence directly, bypassing the need for a secondary test at the RTO.
Online Learning Licence Process
The process for obtaining a Learning Licence has also been streamlined. Applicants no longer need to take time off work to visit an RTO. By visiting the ‘Parivahan Seva’ website and using Aadhaar authentication, users can take the required test from the comfort of their homes. Upon passing this online test, the learning licence becomes immediately available for download.
Fee Structure and Digital Payments
To increase transparency and eliminate hidden costs or bribes, the fee structure has been revised to mandate digital payments. Fees for learning licences, permanent licences, and renewals must now be paid online, ensuring a smoother and more transparent transaction process.
Stricter Penalties for Violations
While the application process has become easier, enforcement has become stricter. The new rules impose heavy penalties for traffic violations, particularly involving minors. If a minor under the age of 18 is caught driving, the vehicle owner faces a ₹25,000 fine, and the vehicle’s registration may be canceled. Furthermore, the minor will be barred from obtaining a driving licence until they turn 25 years old. Strict penalties, including licence suspension, have also been introduced for speeding and using mobile phones while driving.
These updates reflect a shift towards a more digital, efficient, and safety-oriented traffic management system in India.
